Kathy Burkett – Citizen. Not Politician.

Minnesota doesn’t have a revenue problem — it has a spending problem. I’m running to bring common sense, real oversight, and fiscal responsibility back to St. Paul.

Ned Carroll has spent years voting for the policies that took Minnesota’s historic $18 billion surplus and spent it. Now families are paying more in taxes, fees, and higher costs, while fraud has cost taxpayers billions.

I’m a neighbor and a businessperson, not a career politician. On November 3rd, I ask for your vote so we can make Minnesota stronger, more affordable, and more accountable.

The Record Speaks for Itself

$18 Billion Surplus — Gone

Under the budgets Ned supported, the historic surplus was spent on expanded programs and new spending. Families still face higher taxes, fees, and costs.

Up to $9 Billion in Fraud

High-risk Medicaid and related programs lost billions. Safeguards came too late. Accountability must start before the money goes out the door.

Always More Spending

When problems appear, the answer has been more government spending. Ned has never run a for-profit business or managed a team that had to live within a budget and deliver results.

Accountability should not begin after the money disappears. It should begin before the first dollar is spent.

My Plan: Accountability & Affordability

Fight Fraud First

Guardrails before the first dollar is authorized. Verify recipients, track every payment, measure results, prosecute fraudsters, and recover stolen funds. Compassion requires competence.

Live Within Our Means

Stop unfunded mandates that hit local taxpayers. Finish eliminating the tax on Social Security. Reduce unnecessary regulations and fees that drive up the cost of housing.

Safe Neighborhoods & Strong Schools

Support law enforcement and hold repeat offenders accountable. Safe classrooms, strong academics, and parents at the table. Grow skilled trades and keep opportunity in Minnesota.

A Neighbor, Not a Career Politician

I didn’t move here to run for office. This has always been home. My family put down roots in Plymouth in the 1960s. I raised my family here. I am a citizen asking for the chance to serve — not a career politician looking for the next office.

In the private sector I managed restaurants, led top-performing stores, trained teams, and created processes that actually delivered results. If the numbers didn’t work, you fixed it or you were out. That’s the accountability Minnesota needs in St. Paul.

“I’m a citizen, not a career politician.”
